People are more eager to do things they see (mimical attitudes). Tourists are de facto not in their usual environment, although some can have the willingness to act like the locals as a courtesy or sign of respect, or because they want to assimilate the local behaviour as part of their trip.
For example, staff:

✔Shouldn’t use car if you promote the use of local transportation network.
