What is the Single Market Programme (SMP)

The Single Market Programme is the EU funding programme to help the single market reach its full potential and ensure Europe’s recovery from the COVID-19 pandemic.

With over €4.2 billion over the period of 2021-2027, it provides an integrated package to support and strengthen the governance of the single market.

SME Pillar

The SME pillar aims to provide various forms of support to businesses and especially SMEs:

  • Facilitate market access and reduce administrative burden
  • Support the uptake of innovation and addressing global and societal challenges
  • Foster a favorable business environment and entrepreneurial culture

Single Market Programme

COSME (Programme for the Competitiveness of Entreprises and SMEs)

  • Boosting sustainable tourism development and capacity of tourism SMEs through transnational cooperation and knowledge transfer
  • Projects awarded (started in mid-2020/beginning-2021, to end mid-2023): CEnTOUR, ETGG2030, EU ECO-TANDEM, SUSTOUR, Tourban, TOURISME
  • Almost 1000 SMEs supported, coming from 28 countries
  • Innovation uptake and digitalisation in the tourism sector
  • 9 projects awarded (start in end-2021/beginning-2022, to end in 2024): CulTourData, DIGITOUR, EU DigiTOUR, EURO-EMOTUR, RESETTING, SMARTER AOE, TOURBIT, TourINN-act, Tourism4.0
  • One cascade call open (RESETTING), more expected to come in 2023 (EU DigiTOUR, DigiTOUR)
  • COVID-19 Recovery through sustainable tourism growth and SME support
  • 10 projects awarded (start on 1 January 2023, to end in 2025): CE4RT, COASTOUR, ECOTOURS, ETSM2030, First Mile, I-STARS, LookUP, STAR GROWTH, SUSRUR, TRACE
  • Five cascade calls open (TRACE, ECOTOURS, ETSM2030, STAR GROWTH, SUSRUR), all the others expected this year
  • Sustainable growth and building resilience in tourism – empowering SMEs to carry out the twin transition
  • Grant agreements with 6 projects should be signed before end-2023
  • Cascade funding available in each project for innovative projects submitted by a single tourism SME or by partnerships
  • Transitioning to a more sustainable and resilient ecosystem – empowering tourism SMEs
  • Transition of the European tourism ecosystem by providing direct and indirect support, be it financial or consultative, to SMEs, including start-ups and entrepreneurs, who wish to develop innovative concepts and projects contributing to the transition of EU tourism
